This blog is intended to observe and comment on policy recommendations based on public reporting by market monitors observing wholesale electricity markets operating or planning to operate within the western United States. Westerners are less familiar with wholesale market operations, so these observations may be a useful learning tool. Generally, observations will focus on
a) performance by variable energy resources,
b) reliability and resilience to serve growing loads,
c) how well we respond to market monitoring reports and recommendations, and
d) how market trends reveal the need for transmission expansion to support or improve operations.[1]
We’ll start with the Southwest Power Pool and its Market Monitoring Unit (MMU), and key items from the State of the Market, Winter 2025 (April 15, 2025)(Winter Market Report).[2]
